Critical Raw Material – Resource Classification and Reporting using UNFC and CRIRSCO
Towards a better understanding of the requirements of governments, industry and investors.

Overview
The Pan-European Resource and Reserve Reporting Committee (PERC), and the Institute of Geologists of Ireland (IGI) are co-organising a one-day training event in Dublin in conjunction with PERC’s 2026 AGM which will be held on the following day.
The IGI provides professional accreditation for geoscientists in Ireland and promotes the interest of its members in Ireland and internationally. The IGI is one of the six member organisations of PERC.
PERC is a member organisation of CRIRSCO, the Committee Mineral Reserves International Reporting Standards and is recognised as the body responsible for the compilation, review and update of the PERC Reporting Standard 2021, which is recognised as the CRIRSCO-aligned public reporting standard for Europe.
This one-day event will also include contributions from the United Nations’ Economic Commission for Europe (UNECE) Expert Group on Resource Management (RGRM), the body responsible for the management of the United Nations Framework Classification for Resources (UNFC).
The morning session will include presentations aimed at providing participants with an understanding of reporting on mineral exploration progress and the differing requirements and concerns of governments, minerals companies and investors to support their decisions on matters such as regulatory and tax regimes, strategic planning, business management and investment decisions. The similarities and differences in the requirements of government and industry will be illustrated by reference to the CRIRSCO-aligned systems and the use of the UNFC for the classification of mineral projects.
The use of UNFC in the EU’s Critical Raw Materials Act will also be discussion. This session will also be offered as an online webinar.
In the afternoon, a workshop will provide participants with the opportunity to exchange ideas whilst working on exercises designed to identify key features from reports based on the CRIRSCO and UNFC systems, as well as a high-level introduction to the use of the CRIRSCO Template to UNFC Bridging Document.

This course will be relevant for those who already have some general knowledge of the minerals sector and are working as:
- Mineral industry professionals, especially those acting as a Competent Person (CP) or Qualified Person (QP) for the purposes of minerals reporting
- Government technical staff and advisors on the minerals sector and minerals policy
- Mining industry investors and analysts
- Researchers and students who are interested in the topic of mineral inventories and mineral project evaluation.
Topics Covered (+provisional timings)
The presentations in the morning session will address the following themes:
1. Opening and Keynote presentation (8:30-9:30)
- This will set the scene for the day’s event and provide an introduction to the uncertainties inherent in the identification and assessment of mineral deposits, with particular emphasis on the geological aspects.
2. An overview of mineral reporting codes and standards (9:30-10:30)
- Introduction to the CRIRSCO-aligned codes for Public Reporting
- Introduction to the United Nations Framework Classification for Resources (UNFC).
- An explanation of the nature and role of the CRIRSCO Template to UNFC Bridging Document
3. The use of minerals information for policy making at a European level (11:00-12:00)
- The EU’s Critical Raw Materials Act and the use of the UNFC in assessment and monitoring of Strategic Projects
- An overview of the EU’s Raw Materials Information System (RMIS) and its use of mineral
resource information.
4. Examples of active mineral projects at different stages of development (12:00-13:00)
- An exploration stage project from Ireland which is evaluation a recently discovered prospect.
- One of the EU’s Strategic Projects which is at the study stage (mineral resource and reserve assessment and associated technical economic studies and environmental and social impact assessments)
- An active mining operation.
This will be followed by:
Networking lunch: 13:00-14:00
Workshop: 14:00- 16:30
It is anticipated that this will be split into two separate sessions, as follows:
a) Focused on CRIRSCO / PERC reporting. A short presentation explaining key requirements following a group exercise to identify these features in online example reports on mineral projects.
b) Focused on the UNFC and the use of the CRIRSCO Template – UNFC Bridging document to obtain a UNFC classification for strategic project assessment and monitoring
